Will that warning ever be visible in a real installation impacted by this?
Since to see the warning, one must have been able to do many DB upgrades to
reach 22.11.x and will certainly (IIUC) hit the issue on a few of the tables
that had alterations in the last few years.
I guess if they only fix the blocking tables one at a time, they will still
have most the of the table with the row format. And hence the warning will be
useful to hopefully get them all fixed and not hit this again in the future.
Is that the main uses that? (admins that didn't fix all the tables)
