Missing decimals for whole numbers

When issuing a refund in a patron's account (boraccount.pl) for a whole amount,
(such as 28.00), the popup modal displays the amount in the 'Returned to
patron' field without decimals (such as 28)  It would be clearer to the user if
the amount included the two decimals so that it displays as 28.00
