There is a nice, detailed (ish) test plan that I've written but I'm trying to
write unit tests before submitting everything and marking as needing signoff.

I'm also weighing up Nick's point from Kohacon about splitting this into
multiple bugs as there's some refactoring of the addorderiso2709.pl script at
the heart of the enhancement
