Ok my bad I misunderstood how bug 15812 changed things but getting a better
picture now.

I think that change has been around too long to just revert, but it's clearly a
regression.

Hmm and actually the thing with the cardnumber working... it seems to only
retrieve patrons from the same branch as the logged in account...
