Originally, I was thinking this too, but now I'm not so sure, since this issue
has been around for 2 years now.

Thibaud has made it so you can have either list_borrowers or edit_borrowers, so
I don't think we'd want to give list_borrowers to anyone with edit_borrowers. 

But perhaps we'd want to give list_borrowers to anyone with
"circulate_remaining_permissions". 

But then I think maybe we don't need to worry about it, since over the last 2
years people will have probably given "edit_borrowers"... so maybe we're
catering more to new installs / new users...
