I'm not 100% on the implementation here.. do we really want to queue entire
duplicate messages for each to address?  With the cc work in bug 12532 we
simply create a comma-delimited list of addresses in the cc header and
Email::Sender does the rest for us.

I think I'd rather see that approach here than the duplicate's in the
message_queue.. with bug 18397 also in the queue you'd easily be able to see
the corresponding To address list next to the message.
