Bug 35509: Add a way to disable SQL autocompletion

To test:
1. APPLY PATCH
2. Create or edit a report
3. Notice the "Use SQL autocomplete:" checkbox when creating or editing a
report
4. Try checking/unchecking the box and make sure that autocompletion turns off
when it is unchecked and is on when it is checked.
