The Catalog concern process is functionally very similar to the Checkout notes
functionality, just with a different starting point.

I believe the basic functionalities could be merged and I designed the Catalog
Concerns data structure and api's with that in mind.

We should start migrating the Checkout notes functionality into the Catalog
concerns 'tickets' structure as the beginnings of a new 'Enquiries' module.
