Hi Susan,

I agree that there needs to be more granularity in authority related
permissions. Koha currently only has the 'editauthorities' top level
permission. Seems like we at least need CRUD like subpermissions? 

-Create authorities
-View authorities
-Update authorities 
-Delete authorities
