Able to set the cataloguing editor preference for each staff member.

The default is basic editor.

When a staff member has set preference of "Advanced editor", then that editor
will be displayed automatically when editing a cataloguing record.  

If required, basic editor still available via new toggle on the cataloguing
screen.
