We need to have the possibility to apply payments to guarantee's fines as a
guarantor. 

-  View guarantee's fees
-  Pay guarantee's fees
-  Use guarantors credit against guarantee's fees

Like the checkouts and fines, this should be turned on in the guarantee's
account.
