libraries not showing under administration, processing infinitely

after we apgraded from koha 19 version to the latest 22.11. we encountered thi
problem: while attempting to display libraries list under administration, a
message showing porocessing keep showing indefinitely and the list isnt
displayed even after a long waiting time.
we can add a new library and it shows under advanced search but the problem
persists and we cant configure properly due to this issue.
