I'm getting unit test failures for:
t/db_dependent/Circulation.t
t/db_dependent/Accounts.t
t/db_dependent/Auth_with_ldap.t
t/db_dependent/Illrequests.t
among others.

It seems like a good number of the failures are related to notices, and
centered around the inclusion of html_helpers.inc in Letters.pm
I'm not sure how to remedy these failures, I tried using newline eaters in
html_helpers.inc but it proved insufficient.
