It seems the staff interface redesign removed the link to the serial advanced
search (it used to be next to the search button in the search bar at the top
see https://koha-community.org/manual/22.05/en/html/_images/subsearch.png for
reference).

We should add it back, since there is no other way to access serials-search.pl
than to do a search/empty search or the former link. (Maybe in the menu on the
left since the new search bar doesn't really allow for such links... Or as the
content of serials-home.pl)
