I don't see any issues when cataloguing new items/bibliographic records and
fines seem to apply fine.

Can you please add a step by step on how to reproduce the issue? Do you mean
items or bibliographic records?

Are you using Zebra or Elasticsearch?

Are you trying to link to an authority on field 100?

Is there anything in your system logs when the errors occur?
