Bug 31705: Option for ILL "Manage request" button to appear on left of the
screen to improve accessibility

This patch adds a link to the illview details page to the content in the ID
column, making it accessible at the beginning of the row instead of having to
scroll horizontally to find the "Manage request" button if all columns are
being displayed.
