Just to clarify, if AV values exist, would you be ok with populating from the
config (authorised values) instead of the data? If the category has no entries,
we do freetext, otherwise a pull down.

That matches the behviour in other spots, like the patron edit/display forms
and the statistical wizard for patrons.
