When looking at patron messages (not notices) on circulation.pl, it is
impossible to tell if a message was posted to staff or to the OPAC.  They
display differently, with one red and the other not.  But that doesn't tell the
staff member which is which.  We should have some kind of indicator to
differentiate the two types.
