Currently overdue checkouts and fines are displayed prominently (red text) in
the patron search table (memberresultsst), but the only way to tell if a patron
is debarred or restricted is to view the patron's account. 

The memberresultsst table doesn't have the option to display or hide
debarments. I don't think it's necessary to display the debarment reason, but
simply some identifier or marker if an account is debarred.
