Bug 29115 adds a note to the process if the patron's account is expired or if
they have debits beyond the maxoutstanding system preference. That's a start,
but it would also be helpful to know when a hold isn't placed because the circ
rules don't allow it (either because that library/item/patron combination
doesn't allow holds at all or because the hold would exceed the allowed hold
count).
