See bug 34155, OPAC item level holds="force" is broken

in opac-reserve.pl:
495                 $biblioLoopIter{force_hold} = 1 if $opac_hold_policy eq
'F';

But we are ignoring this with the change in "24860: Add ability to select an
item group when placing a hold - OPAC"
