Bug 33537: REST API endpoints

Test plan:
Run t/db_dependent/api/v1/domain_limits.t
List, add (post), get, update (put) and delete domain limit(s).
Using the paths:
- api/v1/smtp/domain_limits
- api/v1/smtp/domain_limits/{SOME_ID}
