At the moment the cancel_expired_holds.pl cron takes a parameter reason that
allows to automatically send cancellation notices to the patrons when a hold is
cancelled. If you have multiple instances on one server, this makes scheduling
unnecessary harder and also configuration less flexible.

It would be better if there was a system preference for this setting so that it
can be activated/deactivated from within each instance.
