Built-in offline circulation interface gives the following error message:

Offline circulation disabled
Your browser is not compatible with the built-in offline circulation tool.

I tried this on Chrome (Version 114.0.5735.199 and Version 115.0.5790.102),
Edge (Version 114.0.1823.82) and Firefox (115.0.2). 

Koha 21.05 is not giving that error message.
