I figured out it was when translating item types. However, there is no specific
page for this, it's some sort of weird pop up/frame thing. 

In Chrome, I right-clicked and chose 'View frame source' and compared 23.05 to
master with this page and the title is the same. +1

For this one, I clicked the link in the OverDriveAuthName system preference. I
really don't know how else to access it.

To have access to this page, SMSSendDriver needs to be set to Email.
