Hm, the way I understood the original test was that files that already have
copyright statements should still be checked (because we also want to check for
license statement problems e.g. Franklin Street or gpl v2... etc., even if
there's already a copyright statement in the file).

Btw thanks for the verbose flag, that makes it much easier :)
