Actually, another problem with this whole proposal is that it only takes into
account the main plugin .pm file.

A plugin can contain many Perl modules, which also need to be updated. Often,
these additional modules will be in the same plugin namespace, but they don't
have to be. Consider Bywater's Coverflow plugin:
