This isn't quite ready for NSO, as it needs to be polished, but I need to
switch tasks right now, and I didn't want to forget to raise the ticket. 

This works very well. It takes about .06 seconds to run koha-upgrade-schema
instead of 1.1 seconds.

If you multiply that by 60, that is 3.6 seconds instead of 66 seconds. Huge
difference!
