Bug 34100: Increase font size in staff interface header

To test:
1. Apply patch
2. Regenerate CSS (
https://wiki.koha-community.org/wiki/Working_with_SCSS_in_the_OPAC_and_staff_interface
)
3. Look at the font size of the header on different pages in Koha making sure
it looks good.
4. Look at different and smaller screen sizes making sure the text and icons
look right.
