Still valid in master.

If a budget is locked

-  It is not possible to add funds (the option is no longer greyed out, but it
leads to an error message)
-  It is not possible to add subfunds to existing funds (the option is not
greyed out but leads to error messsage)

-  It is possible to edit the budget
-  It is possible to delete the budget (if there are no funds)
-  It is possible to edit existing funds
-  It is possible to delete existing funds

I will change the documentation for now, but maybe this feature should be
revised?
I'm not sure what it was supposed to be since it seems it never worked like we
thought...
