The interface has changed since. It is not possible to alter the planning when
the budget is locked, but I still find it confusing.

- The action buttons are hidden (OK) but the note ("not owned") is not very
indicative of why the buttons are hidden

- The lock icon is different from the other lock icons, we should use the same
