With way more than 3 action button on the transactions tab (accounting in
patron acount), we should now move it into an action menu to be consistent with
the rules applied on other pages.

Maybe a split button could be used, but I am not quite sure which action would
be good as the main one. Maybe 'pay' and if paid 'details'?
