Moving back to Signed off, need another pair of eyes here

After talking to educators here, they believe if a line is left blank, we
should default back to the system preference, and I added a line to make that
clear.

If this is the case, however, we do need to insert the blank value into the DB
for all existing rules - otherwise rules will fall back to the most specific
rule when undefined, and will use the system preference when blank - so we
could end up having two behaviors

The patches should be squashed once a decision is made
