I take advantage of this patch to ask you a wider opinion on the management of
the decimal separator, there is the BZ 21507 but I do not know in which
direction to direct it to fix the problem once and for all

Cause this problem (have a comma in rule values, occurs another problems around
supplier update for example - when we want to change discount input with comma
separator..)
