I agree. For large libraries, it makes more sense to send the hold request to
the branch email rather than the KohaAdminEmailAddress.
Is there a way to prioritize the branch email? Then, if it's empty, Koha will
send the message to the admin email.

Someone else asks a similar request in the past.
