Please see the discussion on bug 32499.

Right now it should be using he patron's home library and KohaAdminEmailAddress
only as a fallback.

Alternatively the pickup library could be used.

Anything related to the item probably won't work well as we could end up
spamming a lot of libraries in a multi-branch system.
