Shame this enhancement hasn't got any traction, but I thought of a kludge that
would work in a pinch --

Add a comment with a unique string to all reports in a particular grouping
(e.g., for circ staff, a particular branch, etc.), then use the string in the
keyword filter on the left. Only reports with that particular string will then
be shown in the Reports module. 

In theory, multiple strings could be used to cover reports in more than one
group. I believe the keyword filter is actually doing a phrase search, though,
so some careful planning would be required.

As I said, a kludge ...
