We had multiple reports of fines not working in 22.11 on the mailing lists and
on bugzilla - I'd like to move this forward in some way since I am pretty sure
that this one is to blame from the logs we saw complaining about invalid
values.

I am upping severity for now. This is definitely not an enhancement.

The problem is, that when you edit an existing rule, you might create
problematic values without noticing.
