stage-marc-import.pl does not work when importing marc files.

Problem is on the line 93 of the file
If we change the 
$overlay_framework = undef if $overlay_framework = '_USE_ORIG';
to
$overlay_framework = undef if ($overlay_framework == '_USE_ORIG');
will solve the issue
