You don't need an app to add to the Apple Wallet. Servers send
cryptographically signed compressed packages to the user who can add the
package to their phone's wallet as a pass.

The tricky bit with Apple is that the signature needs to be done using a key
from an Apple developer account. I don't think we'd want to do this at a
community level; I think it would need to be done at an
institutional/organisational level.
