I was able to install with: koha-translate --install es-ES

If I used the same command as you did, including the instancename (in my case,
koha-translate --install es-ES kohadev), I got the same error as you did:

   Error: the selected language is not currently available.

I'm not sure why this is. Maybe there is something wrong with the
koha-translate package command (the help says you should include the instance
name), or it is something to do with permissions.
