            Bug ID: 33826
Summary: Item template permissions should have an add vs use
                    option
 Change sponsored?: ---
           Product: Koha
           Version: unspecified
          Hardware: All
                OS: All
            Status: NEW
          Severity: enhancement
          Priority: P5 - low
         Component: Cataloging
          Assignee: koha-bugs at lists.koha-community.org
          Reporter: lisette.scheer at bywatersolutions.com

Larger library systems may want the ability to limit who can create item
templates without limiting who can use shared ones to allow cataloging staff to
use templates but not create them either by accident or on purpose but not up
to standards for the system. Probably adding a separate permission would be the
way to go
