Quick summary of the new version as this has been idle for a while:

- Rebased to latest master branch as of 26/05/23
- Accessibility fixes have been added where required
- A glitch has been fixed with the codemirror editor where it was duplicating
every time the "Add new code" button was pressed
- Similarly, the confirmation alert for deleting new tracking code was also
duplicating when the "Delete" button was pressed
- Atomic update file has been revised to the new version
- Two sysprefs removed and replaced with HTML customisations as per Katrin's
last QA comments
- One syspref renamed to make it clearer what it is for

Setting back to Needs signoff as it has been on Failed QA for a while and I've
made a few changes to the original concept
