So I found a change to t/db_dependent/Koha/Patrons/Import.t which makes the
test pass, but I don't think it's the right place to change it.

Then I figured out a change to Koha/Patrons/Import.pm which actually points out
some changes needed for
http://localhost:8081/cgi-bin/koha/tools/import_borrowers.pl as well...
