I've got a fix on bug 35264.

It includes a minor change to the "Import patrons" tool as well. 

(An alternative is to include "protected" in the test CSV in
t/db_dependent/Koha/Patrons/Import.t but that would really just suppress a
warning that would appear during normal operations.)
