It comes from here:

    my $template =
      C4::Templates::gettemplate( 'batch/print-notices.tt', 'intranet',
        CGI->new );


And then the template takes care of it:

    <div class="dialog message">
        [% IF ( message.is_html ) %]
            [% message.content | $raw %]
        [% ELSE %]
            <pre>[% message.content | $raw %]</pre>
        [% END %]
    </div>
