Ok since the multi-tenant case isn't a problem here, one Koha instance will
always have a reasonable number of workers vs the number of threads. So a Koha
SIGHUPing it's starman master process shouldn't cause enough trouble to make
option 2 of comment 19 non-viable. (IIUC)
