Patrons try to reserve an item on OPAC, but they all receive the message: "This
title cannot be requested", even though the item is available.

Under Preference:
OPACHoldRequests: Allow

Under Circulation and fines rules (for all item type, for all patron category):
On shelf holds allowed: Yes
OPAC item level holds: Allow/Force
