We are seeing this issue on 22.11 too.

It sounds logical that the section shown in Esther Melander's screenshot should
follow the acquisitions framework as set up in Administration > MARC
bibliographic frameworks. But without the tag editor button, the author fields
linked to the authority file are unusable.

Here are a few more details on what we are doing:
1. Set the RequireChoosingExistingAuthority system preference to "require".
2. Set the UseACQFrameworkForBiblioRecords system preference to "Use".
3. Check the ACQ framework has a field linked to authorities, e.g. 100a to
PERSO_NAME or 110a to CORPO_NAME.
4. In Acquisitions, find a vendor and add to a basket "from a new (empty)
record.
5. See that the author fields are locked but there is no tag editor button to
select an authority - like there is when adding a new record in the Cataloguing
module.
