Canceling a waiting hold from the Holds Over tab currently updates the item's
last seen date. However, the fact that the staff member is canceling the hold
doesn't necessarily mean they have the item in their hand.
If the item is missing from the holds shelf, the staff member may cancel the
hold from the holds over tab and mark the item missing, in which case the
item's last seen date certainly should not be updated.
On the other hand, if the item is there, the staff member is meant to check it
in after canceling the hold. That check-in will update the item's last seen
date anyway, so again, it is not necessary for it to be updated when the hold
is canceled.
